СЭРГЭЭГДЭХ ЭРЧИМ ХҮЧНИЙ ТӨСЛИЙН АУКЦИОНД ОРОЛЦОХ УРИЛГА

Монгол Улсын Эрчим хүчний яам нь Говийн бүсэд цахилгаан эрчим хүчийг 99.5 хувийн найдваржилттайгаар, тогтвортойгоор нийлүүлэх тогтворжуулах шийдлүүд бүхий Сэргээгдэх эрчим хүчний эх үүсгүүртэй төслийн “бие даасан эрчим хүч үйлдвэрлэгч” (Independent Power Producers (IPP))-ийг “Сэргээгдэх эрчим хүчний үүсгүүр барих сонгон шалгаруулалтын журам”-ын дагуу өрсөлдөөнт үнийн саналын үндсэн дээр дуудлага худалдааны зарчим (Аукцион)-аар сонгон шалгаруулахаар төлөвлөж байна.

Та бүхнийг 2026 оны 09 дүгээр сарын 11-ний өдөр зохион байгуулагдах Говийн бүсэд Сэргээгдэх эрчим хүчний эх үүсгүүрийн төслийн аукционд оролцохыг урьж байна. Үүнд:

Төслийн байршил:

• Өмнөговь аймаг, Оюу толгой 220/110/35 кВ дэд станц, хуваарилах байгууламж
• Өмнөговь аймаг, Зэс Оюу 220 кВ ил хуваарилах байгууламж

Аукционд оролцох эрх нь “сонирхлоо илэрхийлэх хүсэлт” ирүүлсэн болон ирүүлээгүй бүх хуулийн этгээдэд нээлттэй байна. Оролцогч нь дангаар болон түншлэл хэлбэрээр оролцох боломжтой бөгөөд дэнчин байршуулж оролцоно.

Дараах үндсэн шаардлагыг хангасан оролцогчид энэхүү аукционд оролцож болно. Үүнд:

1. Гадаадын хуулийн этгээдүүд нь энэхүү аукционд Монгол Улсад бүртгэлтэй, үйл ажиллагаа явуулдаг үндэсний хуулийн этгээдтэй түншлэл хэлбэрээр хамтран оролцох бөгөөд энэхүү Үндэсний хуулийн этгээд нь Түншлэлийн дийлэнх хувийг эзэмшихээр байна. Түншлэлийн нийт борлуулалтын орлого нь 2023, 2024, 2025 оны аудитлагдсан санхүүгийн тайлангаар дунджаар 100 сая ам.доллароос дээш байх;
2. Гадаад улсын төрийн өмчит хуулийн этгээд, гадаад улсын төрийн хяналтад байдаг хуулийн этгээд, эсхүл гадаад улсын Засгийн газар шууд болон шууд бусаар хяналт хэрэгжүүлдэг аливаа этгээд нь төсөлд эзэмших хувь хэмжээ нь 25 хувиас доош байх;
3. Түншлэлийн гэрээнд түншлэлийн тэргүүлэгч гишүүнийг тодорхой зааж, түншлэлийн гишүүн тус бүрийн оролцооны хувь хэмжээ, санхүүгийн болон техникийн үүрэг, төслийг хэрэгжүүлэх үе шат бүрт хүлээх үүрэг хариуцлагыг тодорхой тусгасан байх;
4. Оролцогч нь төслийн нийт хөрөнгө оруулалтын үнийн дүнгийн 30 ба түүнээс дээш хувийг өөрийн хөрөнгөөр санхүүжүүлэх чадвартай байх;
5. Оролцогчийн нийт 2023, 2024, 2025 оны аудитлагдсан санхүүгийн тайлангаар баталгаажсан жилийн дундаж эргэлтийн хөрөнгийн хэмжээ нь төслийн нийт хөрөнгө оруулалтын үнийн дүнгийн 10 хувиас доошгүй байна.
6. Оролцогч нь төслийг бүрэн санхүүжүүлэх чадавхтай болохыг нотлох зорилгоор түргэн хөрвөх хөрөнгийн нийт дүнг дараах шалгуур үзүүлэлтийн аль нэгээр эсхүл нийлбэрээр тодорхойлно. Үүнд:
   1. Аукцион зарласан өдрөөс хойш гаргасан оролцогчийн харилцагч банкны дансны үлдэгдэлийн тодорхойлолт;
   2. Аукцион зарласан өдрөөс хойш гаргасан, Арилжааны банкны судлагдсан зээлийн авч болох мөнгөн дүн бүхий зээлийн тодорхойлолт (Харилцагч банкны мэдэгдэл нь зээл олгох асуудлыг судлан үзэх боломжтой гэх мэт банкинд бодитой санхүүгийн үүрэг хүлээлгээгүй бол түүнийг Аукцион хянан үзэхэд харгалзан үзэхгүй. Түргэн хөрвөх хөрөнгийн хэмжээг банкины шугаман зээлээр тооцуулах тохиолдолд тус шугаман зээлийн зарцуулалт болон үлдэгдлийг тодорхойлсон банкны тодорхойлолт ирүүлнэ.);
   3. Үнэт цаас, Засгийн газрын бонд болон Үнэт цаасны зах зээлийн тухай хуулийн 5 дугаар зүйлийн 5.1 дэх хэсэгт заасан үнэт цааснууд;
7. Оролцогч нь үндсэн хэрэглэгчийн техникийн шаардлага (Маягт-4)-ыг бүрэн хангаж байгаа талаар үндэслэл бүхий тооцоолол, техникийн үзүүлэлт, танилцуулгыг ирүүлнэ. Цахилгаан эрчим хүч хангамжийн техник, технологийн шийдэл нь үндсэн хэрэглэгчийн хэрэглээ болон хэрэглээний онцлогтой дүйцэхүйц томоохон хэрэглэгчийн цахилгаан эрчим хүчээр хангах зориулалтад бодитоор ашиглагдаж, найдвартай ажиллагаа нь практик туршлагаар баталгаажсан байх. Туршигдаагүй эсхүл ижил төрлийн хэрэглээнд хангалттай нотлогдоогүй технологийг цахилгаан хангамжийн шийдэлд санал болгохгүй. Сүлжээний чанарын үзүүлэлт, хүчдэл, давтамжийг тогтмол хянаж тэдгээр нь нэгдсэн сүлжээний дүрэмд заасан хязгаарын хүрээнд байгааг нотлох хэмжилт, тайлагналтын тогтолцоог нэвтрүүлсэн байна. Уг техникийн санал нь үндсэн хэрэглэгчийн техникийн шаардлагыг хангаагүй тохиолдолд татгалзах үндэслэл болно.
8. Оролцогч нь үндсэн гүйцэтгэгч эсхүл түншлэгчийн хувиар сүүлийн 7 жилийн хугацаанд амжилттай хэрэгжүүлсэн, эсхүл хэрэгжилтийн шатанд хэвийн үргэлжилж буй зураг төсөл боловсруулах-худалдан авах-барих (EPC), барих-өмчлөх-ашиглах (BOO), бие даасан эрчим хүч үйлдвэрлэгч (IPP)-ийн төслийн 1 ба түүнээс дээш гэрээнд оролцсон туршлагатай. Тухайн гэрээ тус бүрт оролцогчийн оролцоо, гүйцэтгэсэн ажлын хувь хэмжээ, эсхүл хүлээсэн үүргийн хувь хэмжээ нь 25 хувиас доошгүй байх.
9. Оролцогч нь төсөл хэрэгжүүлэх санхүүгийн хариуцлагыг нотлох зорилгоор аукционы дэнчинг зохион байгуулагчаас заасан дансанд тогтоосон хугацаанд тодорхой хугацаагаар байршуулна. Аукционы дэнчингийн хэмжээ нь Сэргээгдэх эрчим хүчний суурилагдсан хүчин чадлын 1 МВт тутамд 5,000.0 ам.доллар (таван мянган ам.доллар) байна. Дэнчинг тогтворжуулах шийдэл болон батарей хуримтлуурын системийн чадал болон багтаамжид тусад нь нэмж тооцохгүй.
10. Оролцогч нь Эрчим хүчний яамны www.energy.gov.mn хаягт байршуулсан “Сэргээгдэх эрчим хүчний үүсгүүр барих сонгон шалгаруулалтын журам”-тай сайтар танилцаж, уг журам болон аукционы баримт бичигт заасан холбогдох шаардлагыг бүрэн хангасан байна.
11. Хэрэв оролцогч нь “Цахилгаан эрчим хүч худалдах, худалдан авах гэрээ” байгуулахаас татгалзах буюу зайлсхийсэн, зохиомол санал ирүүлсэн эсхүл луйврын шинжтэй үйлдэл гаргасан нь нотлогдсон, мөн авлига, ашиг сонирхлын зөрчил, тохиролцоо хийх, өрсөлдөөнийг хязгаарлах аливаа үйлдэл гаргасан нь тогтоогдсон тохиолдолд тухайн шийдвэр гарсан өдрөөс хойш 2 жилийн хугацаанд аукционд оролцох эрхгүй болно.

Оролцогч нь дээрх журмын 10.2 дахь хэсэгт заасан аукционы мэдээллийг Захиалагчаас авахдаа аукционы төсөл тус бүрд үйлчилгээний хураамж 1,000 (нэг мянган) ам.долларыг “Диспетчерийн үндэсний төв” ТӨХХК-ийн Худалдаа хөгжлийн банкин дахь MN500004000415180496 тоот дансанд тушааж, төлбөр төлсөн баримтыг албан бичигт хавсарган ирүүлнэ. Тус албан бичигт аукционы аль төслийн мэдээллийг хүлээн авах, холбогдох албан тушаалтны нэр, холбоо барих утасны дугаар, цахим шуудангийн хаягийг тодорхой тусгасан байна.

INVITATION TO PARTICIPATE IN THE RENEWABLE ENERGY PROJECT AUCTION

The Ministry of Energy of Mongolia plans to select, through an auction based on competitive price proposals, the “Independent Power Producer (IPP)” for a project comprising renewable energy generation facilities with stabilization solutions capable of supplying electricity to the Gobi region in stable manner and at 99.5 percent reliability, in accordance with the “Procedure for Competitive Selection for the Construction of Renewable Energy Generation Facilities.”

You are hereby invited to participate in the auction for the renewable energy generation project in the Gobi region, to be organized on 11 September 2026, as follows:

Project location:

• Umnugovi aimag, Oyu Tolgoi 220/110/35 kV substation and distribution facility;
• Umnugovi aimag, Zes Oyu 220 kV open switchgear facility.

The auction is open to all legal entities, whether or not they have submitted an “Expression of Interest.” A participant may take part either individually or as part of a consortium and shall place a bid bond.

Only participants meeting the following basic requirements may take part in this auction:

1. Foreign legal entities shall participate in this auction in the form of a consortium with a national legal entity registered and operating in Mongolia, and such national legal entity shall hold the majority share of the consortium. The consortium’s total sales revenue, as evidenced by the audited financial statements for 2023, 2024, and 2025, shall exceed an average of USD 100 million;
2. A foreign state-owned legal entity, a legal entity controlled by a foreign state, or any entity directly or indirectly controlled by a foreign government shall hold less than 25 percent of the ownership interest in the project;
3. The consortium agreement shall clearly designate the lead member and specify the participation share of each consortium member, their financial and technical responsibilities, and the duties and liabilities to be borne at each stage of project implementation;
4. The participant shall be capable of equity financing 30 percent or more of the total project investment value;
5. The participant’s average annual working capital, as confirmed by its audited financial statements for 2023, 2024, and 2025, shall be no less than 10 percent of the total project investment value.
6. To demonstrate its capacity to fully finance the project, the participant shall establish the total amount of liquid assets by one or a combination of the following criteria:

1. A certificate of the participant’s bank account balance issued by its servicing bank after the date of announcement of the auction;
2. A credit reference issued after the date of announcement of the auction, stating the loan amount available from a commercial bank (if the bank’s statement merely indicates that the possibility of granting a loan may be studied, or otherwise does not create a real financial obligation on the bank, it will not be taken into account in the auction evaluation. Where a bank credit line is counted as liquid assets, the participant shall submit a bank certificate specifying the utilization and remaining balance of such credit line);
3. Securities, government bonds, and securities specified in Article 5, Clause 5.1 of the Law on the Securities Market;

1. The participant shall submit substantiated calculations, technical specifications, and an introduction demonstrating that it fully meets the technical requirements of the main consumer (Form-4). The technical and technological solution for electricity supply shall be one that is actually used for supplying electricity to a large consumer whose consumption and load profile are comparable to those of the main consumer, and whose reliable operation has been proven in practice. Technologies that are untested or not sufficiently proven in similar applications shall not be proposed in the power supply solution. The participant shall have introduced a measurement and reporting system that continuously monitors power quality indicators, voltage, and frequency, and demonstrates that they remain within the limits specified in the Integrated Grid Code. Failure of the technical proposal to meet the technical requirements of the main consumer shall constitute grounds for rejection.
2. The participant shall have experience, as a prime contractor or consortium partner, in one or more contracts successfully completed within the last seven years, or ongoing under normal implementation, for engineering-procurement-construction (EPC), build-own-operate (BOO), or independent power producer (IPP) projects. For each such contract, the participant’s share of participation, share of work performed, or share of obligations undertaken shall be no less than 25 percent.
3. To demonstrate financial responsibility for project implementation, the participant shall place the auction bid bond in the account designated by the organizer for a specified period within the prescribed deadline. The bid bond amount shall be USD 5,000 (five thousand United States dollars) per 1 MW of installed renewable energy capacity. No additional bid bond shall be calculated separately for the stabilization solution or for the power and capacity of the battery energy storage system.
4. The participant shall carefully review the “Procedure for Competitive Selection for the Construction of Renewable Energy Generation Facilities” published on the Ministry of Energy’s website at www.energy.gov.mn and fully comply with the relevant requirements set out in such Procedure and in the auction documents.
5. The participant shall be disqualified from participating in auctions for a period of two years from the date of the relevant decision if it refuses or evades the execution of the “Power Purchase Agreement”, submits a sham bid, is proven to have engaged in fraudulent conduct, or is found to have committed corruption, a conflict of interest, collusion, or any act restricting competition.

When obtaining the auction information specified in Clause 10.2 of the above Procedure from the Procuring Entity, the participant shall pay a service fee of USD 1,000 (one thousand United States dollars) for each auction project to account No. MN500004000415180496 of the “National Dispatching Center” state-owned LLC at the Trade and Development Bank, and shall submit an official letter attaching proof of payment. Such official letter shall clearly specify for which auction project the information is requested, as well as the name, contact telephone number, and email address of the relevant contact person.

Preliminary auction schedule

A participant registering for the auction shall compile the documents specified in Clause 10.7 of the “Procedure for Competitive Selection for the Construction of Renewable Energy Generation Facilities” and meet the requirements specified in Clause 10.5 of such Procedure.

The compiled documents shall be submitted no later than 17:00 (Ulaanbaatar time) on 03 September 2026, in electronic form only, to both gobiauction@energy-gov.mn and gobiauction@gmail.com. The documents shall be consolidated into a single PDF file not exceeding 20 MB.
